Description
PfH Cymru (Procurement for Housing Wales) wishes to establish a Wales-specific Decarbonisation, Retrofit and Planned Works Framework Agreement. Established in 2004, Procurement for Housing (PfH) is a national procurement consortium dedicated to the social housing sector and supported by the National Housing Federation (NHF), Chartered Institute of Housing (CIH) and HouseMark. Collectively our Members manage more than 90% of the UK's social housing stock, with PfH helping them to achieve efficiency savings using a wide range of services including framework agreements, dynamic purchasing systems, spend analyses, strategy reviews, consolidated billing and comprehensive reporting. PfH is a contracting authority under section 2 of the Procurement Act 2023 and a centralised procurement authority under section 1(4) of that Act. This Lot covers the survey, design, supply, installation, commissioning, testing, optimisation and handover of Solar PV technologies across domestic, commercial and public sector properties. Its purpose is to support PfH members in reducing carbon emissions, improving energy efficiency, lowering operational costs, and enabling progression towards net‑zero objectives through the deployment of high‑quality Solar PV systems. Suppliers appointed to this Lot will be expected to deliver a full turnkey service, including: •Initial surveys, energy assessments and feasibility checks. •Detailed system design, performance modelling and integration planning. •Commissioning, testing, performance verification and system optimisation. •Training, handover, user guidance and ongoing support. This Lot covers the survey, assessment, design, supply, installation, commissioning, testing and handover of insulation and fabric first energy efficiency measures for both domestic and commercial properties. The aim of the Lot is to support members in delivering high quality building fabric improvements that reduce heat loss, lower running costs, improve EPC ratings and contribute to decarbonisation objectives. Contractors appointed to this Lot must be competent in delivering a full range of insulation systems, including: •External Wall Insulation (EWI) •Internal Wall Insulation (IWI) •Cavity Wall Insulation (CWI) •Underfloor Insulation (UFI) •Room In Roof Insulation (RIR) •Loft and Roof Insulation (including top up) •Ventilation Award Criteria

Value Band 1 - £0 to £2000000 This Lot covers the end to end delivery of whole house retrofit works, combining a fabric first approach with a broad range of decarbonisation and energy efficiency measures for both domestic and commercial properties. The objective is to support members in delivering high quality, technically compliant retrofit programmes that reduce energy demand, lower operational costs, and contribute towards long term net zero outcomes. Suppliers appointed to this Lot will be expected to operate as a turnkey provider, delivering retrofit works directly or through competent subcontractors, and must be fully capable of acting as the Principal Contractor under CDM Regulations. Contractors will take full responsibility for project management, compliance, coordination, installation, commissioning, handover and administrative activities, ensuring a seamless delivery experience for members. Scope of Works Works under this Lot may include, but are not limited to: •Retrofit Services – Assessment, Design, Coordination etc •Fabric first improvements such as insulation (EWI, IWI, CWI, UFI, loft/roof insulation), window and door upgrades, ventilation improvements and airtightness measures. •Decarbonisation technologies, including but not limited to low carbon heating (ASHP/GSHP), Solar PV, battery storage systems, controls and heat loss reduction measures. •Electrical Heating – e.g. HHRSH •Enabling and associated works, including minor repairs, electrical upgrades, structural adjustments, and integration of multiple measures within a whole house improvement plan. This Lot covers the full lifecycle of PVC U (and other) window and door replacement — including surveying, manufacturing, supplying and installing new units. The purpose is to support members in delivering secure, energy efficient, durable, and compliant building components that improve comfort, reduce heat loss and meet WHQS requirements. Contractors appointed to this Lot will be required to deliver: •Surveys carried out in accordance with installation standards •Assessment of structural openings, tolerances, ventilation needs, and safety compliance •Production of PVC U frames meeting required performance standards such as: •Safe removal and disposal of existing windows and doors •Installation of new frames, glazing, trims, cills, finishing components and fixings •Achieving required airtightness, thermal performance, and weather tightness •Making good reveals, plaster, decoration, and surrounding fabric •Compliance checks including water resistance, wind load, and air permeability performance Provision of fire doors will be included within the lot but it will not be obligatory for suppliers to supply them. Other Information
The framework will be split into two regions , the details of which are set out in the procurement documentation. Suppliers will be able to apply for both regions but for only one of the value bands per lot pair i.e. one of lot 4 and 5, one of lot 6 and 7, one of lot 8 and 9 and one of lot 11 and 12. The number of suppliers we anticipate allocating to each lot and region are set out in the procurement documentation (see Document 1).
