Description

Aberdeen City Council and Aberdeenshire Council are undertaking a collaborative procurement for the provision of skip hire and associated waste management services. The contract will cover the supply, delivery, exchange and uplift of skips, together with the collection, transport, treatment, recycling and disposal of a range of waste streams arising from Council operations across multiple sites.

1 Aberdeen City Council: Core Skip Hire and Waste Management Services
  • Duration: 4 year

Provision of skip hire and associated waste management services across Aberdeen City Council sites, including the supply, delivery, exchange and uplift of skips of varying sizes, together with the collection, transport, treatment, recycling and disposal of a range of waste streams.

2 Aberdeenshire South: Core Skip Hire and Waste Management Services
  • Duration: 2 year

Provision of skip hire and associated waste management services for sites across the southern area of Aberdeenshire, including supply and servicing of skips and the collection, transport, treatment, recycling and disposal of operational waste streams. Service delivery is required across a mixed urban and rural geography

3 Aberdeenshire North: Core Skip Hire and Waste Management Services
  • Duration: 2 year

Provision of skip hire and associated waste management services for sites across the northern area of Aberdeenshire, including supply, delivery and uplift of skips and full management of waste streams. The service must accommodate geographically dispersed locations.

4 Specialist Waste Services: Gully Waste and Street Sweepings - ACC
  • Duration: 4 year

Provision of specialist waste management services for gully waste, gully/desanding mats and street sweepings, including collection (where required), acceptance, transport, treatment, recycling, recovery or disposal at authorised facilities.

5 Specialist Waste Services: Bitumen - ACC
  • Duration: 4 year

Provision of specialist waste management services for bitumen and bitumen-containing materials arising from roads and infrastructure activities. This includes acceptance, treatment, recycling or disposal of bituminous waste, with optional provision of skips/containers and transport where required.

Renewal Options

Option to extend the contract for a period of up to twenty‑four (24) months, subject to mutual agreement.

The contract has been structured into five distinct Lots, based on geographic areas and specialist waste streams, to promote accessibility and participation from a broad range of suppliers, including SMEs. This lotting approach reduces delivery complexity and is expected to result in services being largely self-performed by appointed Contractors using their own resources and infrastructure. The risks typically associated with subcontracting are further mitigated through the specification, method statement requirements, and contract management arrangements, which require bidders to demonstrate how they will deliver the services, including the use of any subcontractors where applicable. A summary of the expected community benefits has been provided as follows: Bidders will be required to support the delivery of community benefits as part of the contract, proportionate to the value and scope of the services.
