Legal Justification

This call off contract has been awarded as a direct award call-off under an existing framework agreement in accordance with Regulation 33 of the Public Contracts Regulations 2015. The framework was established following a compliant process, and the framework terms expressly permit the use of a direct award where the contracting authority's requirements can be met by a supplier without reopening competition. As the framework rules included a direct award mechanism and the conditions for direct award were satisfied, no prior publication of a call for competition was required. The award of this call-off contract is therefore lawful and compliant with the provisions governing the use of framework agreements under the Public Contracts Regulations 2015.
