Lot 1 - Spitalfields and Bangla Town Ward This Contract for the provision of commissioned YTH Universal Youth Ward Based Service requires the Provider to offer young people aged 11-19 (and up to 25 for those with SEND) free, accessible and high quality positive activities. These activities must reflect the Service's commitment to promoting healthy lifestyles and provide safe, supportive and appropriately challenging environments that enable personal and social development. Centre based youth work plays a key role in supporting wider developmental outcomes, including health and wellbeing. Under this contract, Providers must deliver a programme of activities that helps young people build confidence, develop new skills, enjoy a safe space to socialise, and take an active role in shaping their own programme. In addition to centre-based delivery, Providers are expected to incorporate virtual sessions as well as outreach sessions within the local community as part of a flexible and responsive universal offer. The YTH commissioned model is intentionally designed to align with and strengthen the wider Young Tower Hamlets service, creating a coherent and consistent universal youth offer across all wards. By combining inhouse delivery with commissioned provision, the Council seeks to extend reach, replicate high quality practice, and ensure that every locality benefits from strong, experienced youth organisations rooted in their communities. This mixed delivery approach allows YTH to maintain clear standards, broaden access, and build a borough wide offer that is both equitable and responsive to the diverse needs of young people.
