Description
Contract for the provision of a C3 stage feasibility design and options study for potential gas diversion works required to enable the proposed DLR Thamesmead Extension. The current alignment of the Thamesmead Extension (TEx) route intersects a highly strategic and asset-dense section of Statutory Undertaker Cadent's London Network, comprising high, intermediate and medium-pressure gas mains, alongside key installations including the Beckton Above Ground Installation and associated pressure reduction infrastructure. These assets present one of the most significant technical and programme-critical risks to the TEx programme. This request relates solely to the Feasibility Design and Options Study (C3 Works), This phase will provide a comprehensive desktop -based assessment of all potential diversion and AGI rationalisation requirements aligned to the current TEx design. The scope includes options development, engagement of a Cadent-approved design house, initial material take-off assessments, high level cost estimates for later phases, and mobilisation of a dedicated multi-disciplinary project management team to coordinate technical interfaces and third party stakeholders. The estimated value for this contract is £1,594,000.

Legal Justification
A Direct Award is required due to the non‑contestable nature of the works. As the statutory Gas Distribution Network Operator under the Gas Act 1986, Cadent is the only organisation legally authorised to operate, modify or approve works affecting these assets. Under Procurement Act (PA23) Schedule 5 Clause 5(a)(b), direct awards are permitted where suppliers hold exclusive rights or where competition is objectively absent. No alternative provider can legally undertake or approve the required activities; a direct award is therefore fully compliant and justified.
