Description
The Authority is issuing this Invitation to Submit an Initial Tender ("ISIT") in connection with the Procurement described in the Tender Notice published on the Central Digital Platform (the “Platform”) with reference number PMCV029 (the “Procurement”). The Procurement is being run under a two - stage competitive flexible procedure pursuant to section 19 of the Procurement Act 2023 (the “Act”). Shropshire’s drug and alcohol treatment and recovery service will enable people to achieve and sustain recovery, reduce harm, and improve wellbeing. Through timely, trauma informed and person-centred interventions, it will support adults, young people and their families, and help individuals rebuild healthy, fulfilling lives within their communities. The council will be a commissioner of services rather than a direct deliverer and are undertaking this tender exercise to source the most suitable services to be able to deliver against its vision. Key Principles The key principles underpinning this vision are: Enabling and sustaining recovery A preventative and harm reduction approach Improving the health and wellbeing of clients Support wider family networks Accessibility Trauma informed System-wide approach and partnership working Financial sustainability Alignment with national guidelines and strategies Informed by lived experience Flexibility in delivery. The Authority is seeking a Provider or Providers to operate services covered by this procurement opportunity. The Authority requires that the Contract reflects the required operational ethos, and the critical importance of financial viability together with the need to provide treatment and recovery services across the county for those using substances. The Services to be provided by the Provider/s have been broken down into three different LOTS.
Lot Division
| 1 | Drug and Alcohol Recovery and Treatment Services The Core Services to be provided by the Provider are: County wide treatment and recovery services for both adults and young people The management of pharmacological prescribing across the county, including same day rapid prescribing, the service’s own non-medical prescribers, GP Shared Care and pharmacy dispensing, observed consumption coverage and harm reduction interventions including needle and syringe programmes Support for those rough sleeping or at risk of rough sleeping who use substances (Rough Sleeping Drug and Alcohol Treatment (RSDAT) Programme) Support for people in the criminal justice system who use substances The Authority’s key priorities for the Service: Support people to overcome substance dependence, complete their treatment successfully and be substance-free or sustain a reduction in use and to improve their physical and mental health and wellbeing Prevent deaths and harm to people who are drug or alcohol dependent Reduce unmet need across the rate and number of all substance types Engage with a wide range partner organisation such as primary health services, criminal justice, housing and education to enable joined up delivery of service intervention and support Delivery through assertive outreach across Shropshire’s Communities Delivery from and facilities management of service hubs A person-centred trauma informed approach to delivery |
| 2 | Diversionary Activities The Core Services to be provided by the Provider are: Diversionary activities for those accessing drug and alcohol recovery services The Authority’s key priorities for the Service: These activities should provide a safe, trauma-informed structured alternatives to substance use while supporting individuals to stabilise, build confidence, develop new skills, and experience achievement. The service should aim to increase engagement with drug and alcohol treatment, reduce harm, improve mental and physical wellbeing and strengthen social networks. Promote connection, purpose and routine Strengthen pathways into community participation and wider recovery support Motivational conversations and strength-based coaching, that are consistent and provide opportunities to build connection Deliver using a person-centred trauma informed approach |
| 3 | Lived Experience Recovery Organisation (LERO) The Core Services to be provided by the Provider are: The development of a Lived Experience Recovery Organisation for Shropshire County An independent, peer-led organisation led by people with lived experience of drug and/or alcohol recovery, providing, peer support, recovery support and routes into treatment and wider community assets The Authority’s key priorities for the Service: Strengthens recovery-oriented systems of care by embedding lived and living experience in local partnership structures. Provides accessible peer-led support that complements, but is independent from, structured treatment services that includes a visible, local identity and membership offer Supports people to initiate, sustain and build recovery, including people not currently engaged in treatment. Promotes harm reduction, wellbeing, community inclusion and pathways to employment, education, volunteering and family recovery. Influences local service development through co-production, challenge and feedback. |
