This procurement is required to provide UK Biobank with independent assurance and clear, prioritised recommendations following a recent data security incident. The engagement is intended to provide confidence to the UK Biobank Board and senior stakeholders regarding the effectiveness of current security controls. The engagement will culminate in an actionable report with prioritised recommendations and a standalone executive summary suitable for Board level and external stakeholder consumption.

Legal Justification

Following the Ministerial announcement in the House of Commons on Thursday 23 April 2026 of a recent data incident, UK Biobank urgently required an independent security review of UK Biobank's systems, databases and the researcher data access architecture, focused on immediate risk reduction and confidence building together with clear, actionable security recommendations including near term implementation within the current architecture.
