Description

Through this tender, the Trust is seeking to appoint a reliable and experienced energy supplier(s) capable of supporting a multi-site portfolio with varied consumption profiles. Tenderers are expected to demonstrate competitive pricing, high-quality account management, robust and accurate billing, and a proactive approach to risk management and sustainability, aligning with the Trust’s operational and environmental objectives.

1 Electricity (REGO)
  • Value: £3M

The requirement is for the provision of fixed Electricity (REGO) in accordance with the specifications set out in the Invitation to Tender (ITT).

Award Criteria
Service & Operation Tenderers must provide a detailed overview of the service and operational arrangements that will support the delivery of the contract. All service and operational commitments must support the delivery of a reliable, responsive, and high-quality service that meets the needs of the Authority. Tenderers must show how their approach aligns with the principles of fairness, transparency, and value for money as set out in the Procurement Act 2023.
Product and Operational Processes Tenderers are required to provide a clear and comprehensive description of the product and operational processes that will underpin the delivery of the required services. All proposed processes must demonstrate reliability, efficiency, and scalability, and must be capable of supporting the full duration of the contract. Tenderers must also evidence how their processes ensure compliance with applicable regulations and contribute to delivering best value in accordance with the principles set out in the Procurement Act 2023.
Social Value Social Value
Price Tenderers must submit a clear and comprehensive pricing proposal based on a fixed price structure, as specified within the Invitation to Tender (ITT). All prices must be fully inclusive of the scope of supply and reflect the total cost to the Contracting Authority for the duration of the contract. The pricing submission should include a detailed breakdown of all applicable charges, clearly identifying unit rates, standing charges, and any other relevant fees. Where applicable, tenderers should also set out how pricing will apply to any additional sites added during the contract term. Tenderers are expected to ensure that their pricing reflects value for money and supports the delivery of the most advantageous tender, in accordance with the principles of the Procurement Act 2023. All pricing must remain valid for the evaluation period and be capable of withstanding audit and verification.
2 Natural Gas (Brown)
  • Value: £700K

The requirement is for the provision of Fixed Natural Gas (Bown) in accordance with the specifications set out in the Invitation to Tender (ITT).

Renewal Options

Following the expiry of the initial fixed term, the Contracting Authority reserves the right, at its absolute discretion, to extend the contract. Any extension shall be subject to the Authority’s requirements at the relevant time and may be structured in a manner deemed appropriate by the Authority. The decision to exercise this option, and the form it may take, rests solely with the Contracting Authority. Under no circumstances shall the total contract duration, including any extensions, exceed four (4) years from the initial commencement date. This extension provision is made in accordance with the principles of the Procurement Act 2023, ensuring transparency, fairness, and value throughout the contract lifecycle.
