Highway Asset Management System

Description

SWISCo and Torbay Council have a statutory duty to maintain the adopted highway network within Torbay. In order to help achieve this, the authority uses a highway asset management system. The current highway asset management system in use by SWISCo is Mayrise. Mayrise is nearing end of life/developer support and a replacement system is required to ensure continuity of service whilst preserving existing data.

Legal Justification

Switching suppliers would introduce incompatibilities with existing data and workflows, effectively requiring the Authority to rebuild its highways and asset records from scratch. The resources, disruption, and compliance risks associated with such a change would far exceed any potential savings. Continuity of service and preservation of more than a decade of statutory highways and asset data is essential. A direct award is therefore justified, as Causeway provides the lowest‑risk and most economically advantageous route for SWISCo to transition from Mayrise. Because the current and successor platforms share the same technical lineage, this approach ensures continuity of statutory data, preserves established workflows and integrations, and avoids the substantial cost, disruption, and validation effort associated with procuring and implementing an alternative supplier.
