Description

This Framework Agreement is for the supply of Aids for Daily Living to support independence in the home and facilitate timely discharge from hospital to home. It will cover a wide range of products including bathing aids (such as bath boards, shower chairs, grab rails), toileting aids including commodes (such as raised toilet seats, commode chairs), bedroom aids (such as bed rails, transfer aids), home aids (such as perching stools, kitchen aids), mobility aids (such as crutches, walking sticks, walking frames, rollators), spare parts for walking aids (such as ferrules, grips, wheels), paediatric equipment (such as standing aids and mobility supports), and a managed service element to support commissioning of Community Equipment Loan Services. The Framework will also promote circular economy principles through refurbishment, repair, and reuse of equipment, aligned with sustainability objectives.

Lot 2 is for the commissioning and provision for community equipment services to be delivered to meet the specific needs of participating authorities (including joint ventures and collaborations between participating authorities). These services are aimed at facilitating hospital discharge, preventing hospital admission and helping people to remain independent and in their own environment and facilitating a circular economy by reusing equipment and recycling equipment where reuse is not appropriate. Specific requirements will be determined locally by participating authorities and agreed with successful suppliers along with price proposals through further competition under the framework. It is anticipated that services will be purchased by participating authorities for fixed term periods, subject to extensions, consistent with the framework and the Procurement Act 2023. Service requirements included in the scope of Lot 2 are expected to include the following main areas which are outlined as a general guide, recognising that each participating authority will determine their own specific service requirements when making a call off from the framework: The objective of Lot 2 is to enable participating authorities to commission compliant, high‑quality community equipment services that support timely hospital discharge, prevent hospital admission, and enable individuals to remain independent in their own homes. The Lot also aims to support sustainability objectives through the effective reuse, refurbishment, and recycling of equipment, contributing to a circular economy and value for money.

Renewal Options

There will be an option to extend the Framework for up to 2 years if the extension period will be utilised.
