Legal Justification

The contracting entity is publishing this voluntary ex ante transparency notice in connection with a 12-month extension to an existing contract for the provision of cleaning services. The extension is provided for within the terms of the original contract and is necessary to ensure continuity of essential cleaning services across the estate. Any interruption to these services would present operational, health and safety risks and adversely impact service delivery. The value of the extension reflects increases in resource costs during the life of the contract, as well as minor adjustments to service coverage and performance requirements necessary to maintain service delivery. These changes do not alter the overall scope or nature of the contract. The extension is strictly time-limited and proportionate. TransPennine Trains has already indicated its intention to undertake a new competitive procurement, with a pipeline notice published and a new tender strategy in progress. This notice is published voluntarily in accordance with the Utilities Contracts Regulations 2016 to ensure transparency.
