Description
Wiltshire Council plans to commission a comprehensive open-access sexual health services, including sexually transmitted infection (STI) testing and treatment, partner notification, most contraception services, HIV (human immunodeficiency virus) testing and a range of prevention and outreach activity. Lot 1, Lot 2 and Lot 3 collectively constitute the Wiltshire Integrated Sexual Health Service (WISHS) so Wiltshire Council is seeking qualified Service Providers to deliver a comprehensive Integrated service under distinct specifications. This procurement process is being managed by the Council in accordance with the Health Care Services (Provider Selection Regime) Regulations 2023. The contract for this project will be awarded via the Competitive Process, subject to the Health Care Services (Provider Selection Regime) Regulations 2023. For the avoidance of doubt, the provisions of the Procurement Act 2023 do not apply to this award.

Lot 1 – Specialist Sexual and Reproductive Health Service includes: • Open-access, all-age, specialist service (Levels 1–3) • Hub and spoke model across the county • Key components: • STI testing and treatment (including complex cases) • Contraception (including long-acting reversible contraception (LARC)) • HIV prevention (pre-exposure prophylaxis (PrEP) / post-exposure prophylaxis (PEP)) and management pathways • Psychosexual support (SRH-related) • Clinical leadership and service oversight • Provides clinical leadership across relevant cross-lot pathways and interfaces Award Criteria

Lot 2 – Digital Sexual Health Service includes: • Confidential, digital-first service for Wiltshire residents • Key components: • Online triage and self-assessment • STI/HIV self-sampling kits and results • Remote prescribing and partner notification • Condom provision, and PrEP initiation, continuation and pathway management • Key access benefits: • Rural populations • Those facing stigma or access barriers • Reduces demand on face-to-face services through appropriate triage and self-management Award Criteria

Lot 3 – Community Outreach and Prevention Service (COPS) includes • Prevention-focused, non-clinical service • Key components: • Targeted outreach to priority populations • Communications and campaigns • Workforce training and system capacity building • Condom distribution schemes • Primary focus: • Improving sexual health literacy • Increasing service uptake • Tackling inequalities and barriers to access • Supports prevention, awareness and access across the wider sexual health service model Award Criteria
