The Housing Executive sought tenders for the provision of furniture for temporary accommodation: Lot 3 Soft Furnishings including bedding and towels and Lot 5 Window Coverings including curtains and blinds.

Legal Justification

The Housing Executive awarded contracts for 5 lots at a total value of £2.6m. This modification is in relation to Lots 3 and 5 as there has been an increase in the estimated usage in these Lots. Therefore the spend on these Lots has increased and will exceed the current combined value of £287,000 published in the Contract Award Notice. The Housing Executive are estimating that to extend these contracts for the final 12 month period (August 2026 - August 2027) Lots 3 and 5 could incur additional expenditure of up to £143,500. This figure would be below the 50% allowable under clause 72 (1) (b) (ii) of the Public Contracts Regulations 2015. To not extend Lots 3 and 5 for the final 12 month period, in line with the other 3 Lots would cause significant inconvenience and substantial duplication costs to both the Housing Executive, accommodation providers and to the end users of these supplies. Please note, the overall total value of the 5 lots of £2.6m will not be affected by this modification due to an underspend in the lots not being modified.
