This contract has been awarded under the urgent circumstances provision of the Provider Selection Regime (PSR). This contract has been awarded under the Health Care Services (Provider Selection Regime) Regulations 2023. For the avoidance of doubt, the provisions of the Public Contracts Regulations 2015 do not apply to this award.This urgent award was made in accordance with Regulation 14 due to a critical and unforeseen estates failure, specifically the loss of both lifts serving the maternity and labour ward. This failure removed the Trust’s ability to safely transfer patients internally, creating an immediate and significant risk to patient safety, clinical outcomes, and staff, particularly in time-critical maternity scenarios. As a result, it was necessary to secure immediate external patient transport support to maintain continuity of care and mitigate clinical risk.Due to the urgent nature of the requirement, it was not feasible to undertake a competitive process. Yorkshire Ambulance Service was identified as the most appropriate provider, with the capability, capacity, and clinical expertise to mobilise services at pace and safely undertake patient movements.The contract duration was strictly time-limited (31/05/2026 – 11/06/2026) and proportionate to the period required to reinstate normal patient flow.The decision to award this contract was made by authorised Trust officers in accordance with the organisation’s Scheme of Delegation and PSR governance arrangements.Conflicts of interest identified among decision-makers: 0.
