GA Trains Limited (GATL) require a creative agency to provide the full suite of strategic and creative services required to maintain continuity of GATL's brand, customer communications and campaign delivery in order to achieve short to medium term commercial objectives. This includes brand strategy, revenue driving integrated campaign development, behaviour change communications, safety messaging, customer information, and high quality creative production across various media channels such as, TV, Out of Home, Digital, Social, and radio. End to end delivery from insight and concepting through to artwork, film production, asset rollout and cross channel adaptation is required, ensuring consistency, accessibility and adherence to established brand frameworks.

Legal Justification

GATL's Strategic Creative Agency supplier has gone into administration, and the agency is in the process of being wound down which has created a material risk to the continuity of revenue critical marketing activity. GATL cannot be without the service as the existing contract was not due to expire until 30th June 2026, and contained the option to extend for a further 36 months which GATL had intended to initiate. Accordingly, GATL can rely on Schedule 5 Clause 13 (Urgency) under the Procurement Act 2023 to Direct Award the contract to Pablo London Limited.The requirement also meets the statutory test for unavoidable urgency. The services are strictly necessary to maintain revenue critical communications. The urgency is not attributable to any act or omission by GATL, and the insolvency of the incumbent supplier was sudden and unforeseeable.
