Description
9 month extension to existing contract. The extension is required to: • Maintain continuity of business-critical technical support services for the National Enforcement Camera Solution (NECS) • Support HADECS3X remediation and testing activities at the Moreton-in-Marsh test facility • Enable ongoing NECS system development and progression toward Home Office Type Approval (HOTA) • Provide a controlled and structured exit and transition, including knowledge transfer, in advance of the replacement contract Without this extension, there would be a material risk of: • Service interruption to critical enforcement systems • Delay to remediation and testing activities • Increased operational, safety and compliance risks

Indicators
- Contract modified due to additional needs.
Legal Justification
If National Highways sought to procure a supplier for the additional services, it would cause both significant inconvenience and substantial duplication of costs due to: a) The time and cost of onboarding a new supplier b) The delay in project timelines whilst a new procurement took place and the new supplier was onboarded. c) Switching suppliers would disrupt ongoing work and impact continuity and quality.
