Description
Dundee City Council invites bid submissions from suitably qualified and experienced providers to supplement its existing framework (Contract Reference: C&F/ELC/MAIN/25) for Quality Funded Early Learning and Childcare. This opportunity ensures that all eligible children residing in Dundee can access their entitlement to 1140 hours of funded Early Learning and Childcare.

Scope of Lot 1: Provision of funded Early Learning and Childcare for eligible 2-year-old children where either: The parent or carer is in receipt of specified benefits; or The child or parent has experienced care. |

This includes, but is not limited to: 1. Completing all questions within the Eligibility Questionnaire in full. 2. Ensuring the Single Procurement Document (SPD) is fully completed, with no unanswered or incomplete sections 3. Uploading all required evidence and supporting documentation (e.g. Care Inspectorate registration and any other documents specified within the ITT) Failure to provide a complete submission, including omission of required information, unanswered SPD questions or missing supporting documentation, may result in: delays in the evaluation process; and/or the tender being deemed non-compliant and rejected without further consideration Delays arising from incomplete submissions, including unanswered SPD questions or missing documentation, may impact the contract award timeline. The Contracting Authority does not intend to include a sub-contract clause as part of community benefits (as per Section 25 of the Procurement Reform (Scotland) Act 2014) in this contract for the following reason: It is not applicable for this contract. The Contracting Authority does not intend to include any community benefit requirements in this contract for the following reason: Community benefits requirements have not been included due to the nature of the services being procured. The framework relates to the delivery of funded Early Learning and Childcare by a diverse range of providers, including small and medium-sized enterprises and childminders, operating across the public, private and third sectors. Imposing additional community benefit obligations within this context is not considered proportionate and may create an unnecessary administrative burden on providers, potentially impacting accessibility to the framework. The primary purpose of this framework is to deliver statutory funded early learning and childcare hours for eligible children. This service, in itself, delivers significant social and economic benefits to the local community, including supporting children’s development and enabling parental participation in employment, education and training.
