This Call-Off replaces and unifies all existing MRI-related agreements into a single, streamlined contract. This reduces duplication, simplifies governance, and provides a single commercial framework for all MRI systems and services used by GreenSquareAccord (GSA). Cloud Migration: A key deliverable is the migration of infrastructure and applications into the MRI Cloud. This transition will improve security, reliability, resilience, and availability of critical housing, finance, and asset management systems. Managed Service: The contract includes an MRI-managed service that ensures: Regular and proactive security updates. Ongoing infrastructure and application maintenance. Supplier-led monitoring, patching, and upgrades to keep systems secure, stable, and compliant. Strategic Objectives: Provide a modern, cloud-based ICT environment to support frontline services. Strengthen cyber resilience and compliance with GDPR and CCS requirements. Create a scalable foundation for future growth and integration with GSA's digital strategy. Legal Justification

The contract was awarded via direct award under the Crown Commercial Service RM6098 Technology Services framework. This framework was established in accordance with the Public Contracts Regulations 2015 and was subject to prior publication in Find a Tender. The framework terms permit direct award without reopening competition where the supplier meets the authority's requirements. As the procurement was conducted in accordance with the framework call-off procedures, no separate advertisement or call for competition was required. MRI Software Limited is the sole provider of the wider ecosystem, with full knowledge of its systems, integrations, and underlying intellectual property. The delivery of these services requires in depth product expertise, ongoing training, and up to date, date configuration knowledge, which cannot be readily replicated by third party suppliers.
