Legal Justification

The modification is required due to unforeseen global supply chain disruption arising from the ongoing conflict in the Middle East. The conflict has significantly affected the availability of petrochemical feedstocks (including crude oil, natural gas and naphtha), which are essential for the manufacture of nitrile, vinyl and other polymer-based healthcare products such as examination gloves. Approximately 60% of naphtha used in Asian petrochemical production is sourced from or routed through the Middle East, amplifying the impact. These disruptions have resulted in: reduced availability of raw materials; force majeure declarations and production constraints across manufacturers and shipping delays and route diversions affecting global logistics. As a result, the supplier has been unable to complete deliveries within the original contract term. These events could not reasonably have been foreseen by a diligent contracting authority at the time of contract award. The extension is necessary to ensure continuity of supply and completion of contracted volumes.
