Legal Justification
The Authority considers that the conditions in Schedule 5, paragraph 6 of the Procurement Act 2023 are met, as due to the supplier’s existing embedded role within the Euston programme and its detailed knowledge of live masterplanning and consenting workstreams, only this supplier can provide the required services. There are no reasonable alternative suppliers capable of delivering the requirement within the necessary timeframe without causing duplication, delay, and incompatibility with ongoing programme activity.
