Legal Justification

This direct award is justified under Schedule 5, Paragraph 6 of the Procurement Act 2023. Due to the absence of competition for technical reasons, due to EA Technology monitoring devices being on the network and are integrated with EA Technology's proprietary monitoring platform. There are no reasonable alternatives capable of providing continuity of service, access to historic data, alarm management and compatibility with the installed equipment. Awarding the contract to an alternative supplier would require replacement of existing infrastructure and result in disproportionate technical and operational disruption.
