Legal Justification

The Department has used OpenRoad and Ingress software to support three legacy business applications that cannot operate without it. The right to use the software is available only from Actian under a subscription licence, and no alternative supplier can provide the required licence. The Department therefore intends to make a direct award under Section 41, relying on the Schedule 5 justification that only a particular supplier can supply the required software
