Description

This is a Provider Selection Regime (PSR) intended approach notice. The awarding of this contract is subject to the Health Care Services (Provider Selection Regime) Regulations 2023.The intention is to award a contract following the Most Suitable Provider Process.The service will be a Primary Care ADHD Interface & Diagnostic Service, operating within Sheffield for patients aged 18 and above. Service provision will be in line with the SY ICB ADHD/Autism Commissioning Policy.The value of the contract is £960,376 for a 2 year contract duration.

Total Quantity or Scope

The service will be a Primary Care ADHD Interface & Diagnostic Service, operating within Sheffield for patients aged 18 and above. Service provision will be in line with the SY ICB ADHD/Autism Commissioning Policy. The aims and objectives of the service are to provide the following Primary Care Led functions:• ADHD Interface Service – supporting effective new adult ADHD referrals from wider primary care; screening/triage of referrals; signposting patients to needs-led support; GP with Extended Role in ADHD (GPwER) to assess patient referrals suitable for a Primary Care based diagnostic assessment. Patients who need a specialist referral will be referred according to Patient Choice.• GPwER Diagnostic Assessment Clinics: ADHD GPwER clinic model provides adult ADHD assessment and diagnosis for patients clinically assessed as being suitable for primary care diagnosisThis notice is an intention to award a contract under the most suitable provider process.The approximate lifetime value of the service is £960,376.00This is a new service.The service will run from 16/07/2026 to 15/07/2028

This is a Provider Selection Regime (PSR) intention to award notice. The awarding of this contract is subject to the Health Care Services (Provider Selection Regime) Regulations 2023. For the avoidance of doubt, the provisions of the Procurement Act 2024 do not apply to this award. The standstill period begins on the day after the publication of this notice. Representations by providers must be made to the relevant authority by 15th May 2026. This contract has not yet formally been awarded; this notice serves as an intention to award under the PSR.The decision maker was the South Yorkshire Executive BoardNo conflicts of interest were identifiedA F01 PIN notice 2026/S 000-052450 was published on 3rd June 2026 asking potential providers for the service to respond to 11 questions, relating to providing the service. This was treated as a market engagement exercise to identify any providers that SY ICB were not aware of.The 11 questions were:1 Delivery of clinical services relating to ADHD within a primary care setting 2 Delivery of local primary care based innovations at pace/scale 3 Delivery of Primary Care support services at pace/scale 4 Ability to work in conjunction with GP practices within Sheffield, including with regard to accessing appropriate GP clinical systems and supporting referral pathways 5 Ability to scale at pace the current GPwER model that is being piloted in the Sheffield University Health Service (https://www.sheffieldccgportal.co.uk/resources/primary-care-adhd-screening-inter...) 6 Ability to offer equality of all patients to be able to access continuity of care via Sheffield ADHD Post-Diagnostic Management Services 7 Ability to demonstrate the capability to establish and maintain effective working relationships with NHS specialist ADHD service 8 Established and effective quality assurance mechanisms (and track record) for innovative primary care based services (clinical services and services supporting GP practices). 9 Ability to merge new services with existing resources to reduce the financial and resourcing impact of the service to the NHS 10 Ability to align with the SY ICB ADHD and Autism Assessment Commissioning Policy (https://syics.co.uk/application/files/9617/7911/2841/ADHD_and_Autism_Commissioni...) 11 Ability to improve economic, social, and environmental well-being within Sheffield All submissions were assessed in order to identify the most suitable providers for the service .
