On 20th January 2025 the Authority entered into a contract with Frequentis (UK) Ltd (Frequentis) for the provision of mobilising system solutions and associated support and maintenance and (where applicable) hosting services.

****1 | Since commencement of the contract there have been delays to development and implementation and as a result the delivery of the contract is expected to be delayed as set out. Milestone Number - Milestone Title [Contractual Date / Anticipated Delay Date]. 1 - Detailed Implementation Plan and Project Start-Up Documentation [11-Jul-25 / 3-Aug-26]. 2 - Installation/setup, commissioning and configuration, plus Testing [18-Nov-25 / 3-Sep-26]. 3 - Satisfactory Completion of Integration testing[6-Feb-26 /19-Apr-27]. 4 - Site Acceptance Test (SAT) complete [4-Mar-26 / 26-Aug-27]. 5 - Readiness for service (data migration (and Testing), training and go live) [1-Apr-26 / 16-Sep-27]. 6 - 3 months live operation with no Major Faults [1-Jul-26 / 23-Dec-27]. It is not proposed that that as a result of these delays there will be any modifications to the Contract. Rather the delay will be shown in the Detailed Implementation Plan as 'Anticipated Delay'.

Legal Justification
****3 | It is proposed that a third party Evam application is utilised rather than the development by Frequentis/Regola of its own app for IOS integration. This is a technical swap of one app for another, which will be effected through a Change Request. The resulting Change Authorisation Note is anticipated to supplement or amend references to the iOS app in the Contract with references to the Evam app and introduce a new sub-contractor, H&E Solutions AB t/a Evam. There will be no additional charge to the Authority.

Review Body: Royal Courts of Justice, Strand, London, WC2A 2LL ****2 | MODAS Gateway Integration. As part of the implementation programme, Motorola are instructed to provide a MODAS test system in order to enable Frequentis' development team to develop, test and certify the CAD GD-92 Message Transfer Agent (MTA) against the MODAS solution. Once certified, the CAD system can be deployed and connected with the MODAS systems used by Greater Manchester and Lancashire Fire and Rescue Services. An additional cost of £33,700 has been incurred. This is a new service not anticipated in the original Contract which will be effected through a Change Request. GO Reference: GO-202673-PRO-37223548
