Description

Basingstoke and Deane Borough Council ('the Authority') commenced a Competitive Dialogue procedure on 18th November 2024 to find a leisure specialist partner to deliver a new water and leisure complex in Basingstoke. The contract opportunity is for the award of the BDBC Leisure DBOM Contract (the Contract) which comprises the following leisure centres: - Design and build a replacement Facility for the Aquadrome - Aquadrome current facility operation, until transfer of service to the new Facility - Tadley Health and Fitness Centre operation - Basingstoke Golf Centre operation Facilities at the new complex should include a 25-metre eight-lane competition pool, 20-metre four-lane teaching pool, leisure waters with flumes, a 150-station gym, three studios and a spin studio, an indoor clip and climb or similar adventure-style activity, indoor adventure soft play, party rooms and café. All procurement documentation was made available via Proactis ProContract tendering system, project ID DN749514. Leisure specialists were invited to submit first stage Selection Questionnaire (SQ) responses for the scheme. Following detailed dialogue work with short-listed suppliers that demonstrate the relevant interest, experience, and capability to deliver the project, it was anticipated that a preferred partner would be identified, approved by the Authority and awarded the final contract in May 2026. Following an extensive competitive dialogue process the council has now awarded the contract, with initial contract documentation signed 30th June 2026.

Basingstoke and Deane Borough Council ('the Authority') has completed a Competitive Dialogue procedure to find a specialist leisure partner to deliver a new water and leisure complex in Basingstoke. The contract opportunity is for the award of the BDBC Leisure Design, Build, Operate and Maintain Contract (the Contract) which comprises the following leisure centres: … The contract will operate for a term of 20 years with up 5 years extension available. Following previous consultation, facilities at the new complex should include a 25-metre eight-lane competition pool, 20-metre four-lane teaching pool, leisure waters with flumes, a 150-station gym, three studios and a spin studio, an indoor clip and climb or similar adventure-style activity, indoor adventure soft play, party rooms and café. Alongside the core facilities to be provided the Authority is open to bids which could provide additional, optional leisure facilities within the Authority's available budget. As part of the competitive dialogue process the Authority undertook the following response stages: -Selection Questionnaire -Invitation to Submit Outline Solutions -Invitation to Submit Detailed Solutions -Invitation to Submit Final Tender though the original Find a Tender advert Leisure specialists were invited to submit first stage Selection Questionnaire (SQ) responses for the scheme. Following detailed dialogue work with short-listed suppliers that demonstrate the relevant interest, experience, and capability to deliver the project, it was anticipated that a preferred partner would be identified, approved by the Authority and sign the final contract in May 2026. All correspondence and documentation release was conducted via the ProContract portal.

The original advertisement was made via Find a Tender F02: Contract notice Notice identifier: 2024/S 000-037200 Procurement identifier (OCID): ocds-h6vhtk-03cffc In relation to award criteria the competitive dialogue procedure consisted of multiple stages, each with it's own award criteria. The criteria for each stage were published in the first stage/ initial advertised documents. Each stage consisted of a mix of quality and price considerations with pass/fail elements and qualitative scored questions. The contract award value consists of the capital build cost for the new facility, in addition to anticipated income over the full 25 year (20+5) contract term. The figure does not include any outgoing spend/expenses on the facilities during the term, and the full £235,313,959 is not therefore reflective of the actual income/ return generated on the facilities. The total figure (excluding costs to be incurred on the facilities during their lifetime) has been used for the purposes of ensuring consistency with the original advert notice which estimated a predicted contract value of £195,000,000. Following the completion of a multi-stage competitive dialogue procedure and completion of standstill on 2nd March this notice represents the contract award notification. The authority has linked the original advert notice for information and ease of reference. All information relating to the procurement was made accessible and free to access via ProContract on 18th November 2024 and the exercise was undertaken under the Public Contracts Regulations 2015. As the procedure commenced under the 2015 regulations this supporting F03 notice has been prepared and requirements of the Procurement Act 2023 do not apply. For operation of the contract a new company will be registered under PFPL PROJECTS (BASINGSTOKE AND DEANE) LIMITED registration number 17253398, the F03 form does not clearly show multiple registrations in the award section and supplementary company has therefore been provided in the additional information section. Initial contracts have been executed on 30th June 2026.
