Description
Introduction Perranzabuloe Parish Council ("the Council") invites suitably qualified and experienced organisations to submit tenders for the provision of Property Portfolio Management Services for a period of three (3) years. The successful Company will be responsible for the day-to-day management, administration, and oversight of the Council's property portfolio, including management of the Council's commercial tenant operating the Watering Hole and liaison regarding associated events including Tunes in the Dunes and Bands in the Sands. The Council seeks a proactive Company capable of providing professional property management services, protecting the Council's interests, maximising compliance, and maintaining positive relationships with tenants, event organisers, contractors, and stakeholders.

Award Criteria
| Quality of Method Statement | Tenderers are required to provide a detailed method statement explaining how they will deliver the commercial property management service and meet the requirements of the specification. The method statement should demonstrate the tenderer's understanding of the Council's property portfolio, the challenges involved in managing a diverse range of commercial assets, and their proposed approach to delivering an effective, proactive, and professional service. The response should include details of: Their approach to managing landlord and tenant relationships, including communication, lease obligations, rent matters, and dispute resolution; How they will monitor and ensure compliance with lease terms, statutory requirements, and relevant property obligations; Their approach to inspections, reporting, record keeping, and identifying maintenance or improvement requirements; How they will manage contractors, consultants, and third parties where required; Their approach to identifying opportunities to improve income, reduce risk, and enhance the long-term value of the portfolio; How they will provide advice, recommendations, and reporting to support the Council's decision-making; Their proposed arrangements for responding to urgent issues and ensuring continuity of service. Tenderers should provide examples of previous experience where they have successfully delivered similar services and explain how their approach will provide value, transparency, and effective management of the Council's commercial property assets. |
| Relevant Experience | The successful provider will be expected to demonstrate significant experience in the management of commercial property portfolios, including landlord responsibilities, tenant liaison, lease administration, rent management, compliance monitoring, and the proactive management of commercial assets. Experience should include managing a diverse range of commercial premises, such as industrial units, offices, retail, hospitality, storage facilities, and other tenant-occupied properties. The provider should demonstrate the ability to manage landlord and tenant relationships effectively, address operational issues promptly, oversee contractual obligations, and provide professional advice to maximise the value and performance of the property portfolio. Experience of working with local authority organisations would be advantageous, together with an understanding of governance requirements, transparency, procurement obligations, and working within a committee-based decision-making environment. The provider should also demonstrate experience in managing compliance matters, coordinating contractors and consultants, supporting lease negotiations and renewals, identifying opportunities for improvement and development, and providing clear reporting and recommendations to the Council. |
| Staffing and Resources | Tenderers are required to provide details of the personnel, resources, and support arrangements they will put in place to successfully deliver the commercial property management service. The response should include: Details of the proposed team, including relevant roles, responsibilities, qualifications, and experience; The experience of the individuals who will have day-to-day responsibility for managing the portfolio; The level of resource allocated to the contract and how continuity of service will be maintained; Details of any specialist support available, including legal, surveying, property, compliance, or maintenance expertise where required; Arrangements for managing workloads, responding to urgent issues, and ensuring timely communication with the Council; Details of any subcontractors or external consultants who may be used and how their performance will be managed. Tenderers should demonstrate that they have sufficient capacity, expertise, and appropriate resources to provide a proactive and reliable service, with clear points of contact and effective communication arrangements. |
| Understanding of Event Requirements | enderers are required to demonstrate their understanding and experience of event compliance, particularly where events are held on publicly accessible or third-party managed land and involve multiple stakeholders, regulatory requirements, and operational risks. The response should include details of: Experience of working with event licences, event management plans, and associated compliance requirements; Understanding of the roles and responsibilities of landowners, event organisers, contractors, and regulatory bodies; Approach to monitoring compliance with agreed licence conditions, including noise management, traffic arrangements, health and safety, environmental requirements, safeguarding, public access, and operating restrictions; Methods for identifying, recording, and reporting breaches or areas of concern; Experience of supporting events through proactive risk management and effective communication with organisers and stakeholders; Approach to ensuring issues are addressed promptly through appropriate escalation and remedial action. Tenderers should demonstrate an understanding of the distinction between monitoring compliance and operational event management, and explain how they would provide independent oversight and assurance while ensuring the Council's responsibilities and interests as landowner are protected. |
| Social Value and Community Engagement | Tenderers are required to demonstrate how they will contribute to social value and positive community outcomes through the delivery of the commercial property management service. The response should include details of: Their approach to engaging with local communities, tenants, stakeholders, and relevant partners; How they will support the Council's wider objectives, including community benefit, local economic growth, and responsible asset management; Opportunities to support local suppliers, contractors, and businesses where appropriate; How they will promote positive tenant relationships and encourage responsible use of the Council's commercial assets; Examples of previous initiatives or activities that have delivered social, environmental, or economic benefits; Any additional value they can bring beyond the core property management services. Tenderers should demonstrate a commitment to delivering a service that not only manages the Council's assets effectively but also supports the local community, strengthens relationships with stakeholders, and maximises the wider benefits of the property portfolio. |
| Price | Tenderers are required to provide a clear and transparent pricing proposal for the delivery of the commercial property management service. The pricing submission should include: A detailed breakdown of all proposed fees and charges; The basis on which fees have been calculated, including any fixed fees, percentage-based charges, or additional costs; Details of any assumptions, exclusions, or services that fall outside the core fee; Any potential additional costs, including rates for additional services or specialist support where required; Confirmation of whether fees will remain fixed for the duration of the contract and details of any proposed review arrangements. Tenderers should demonstrate that their pricing represents value for money, provides transparency, and reflects an efficient and proportionate approach to managing the Council's commercial property portfolio. The Council will consider both the overall cost and the value offered through the quality, experience, and resources provided as part of the service. |
