Description

Guy’s and St Thomas’ NHS Foundation Trust sought a Strategic Energy Partner through a single-supplier Framework Agreement to support the modernisation of its estate, with St Thomas’ Hospital’s energy system identified as the initial anchor project to potentially call-off from the framework and the potential for future projects across the wider Trust.

Total Quantity or Scope

Guy’s and St Thomas’ NHS Foundation Trust sought a Strategic Energy Partner through a single-supplier Framework Agreement to support the modernisation of its estate, using an Energy as a Service (EaaS) delivery model, with St Thomas’ Hospital identified as the initial site for delivery, and the framework intended to support the potential development of future modernisation projects across the Trust, subject to separate approvals.The term of the Framework Agreement is eight (8) years. This duration reflects the nature and complexity of the works involved, which are expected to be delivered sequentially across multiple sites, and the economic and technical benefits associated with appointing a single provider to deliver a coordinated modernisation approach across the entire estate. Supplementary agreements and call-off contracts entered into under the Framework Agreement are proposed to have longer terms, potentially up to forty (40) years or longer, reflecting the long-term operational and financing characteristics of Energy as a Service arrangements.The Trust has awarded a Framework Agreement only. For the avoidance of doubt, execution of the framework agreement does not create any financial or contractual commitment for the Trust, nor does it give rise to any obligation to award call-offs or supplementary contracts. No liability is incurred by the Trust at this stage. Any future projects or commitments will be subject to separate governance, approval, and contracting processes.The estimated value stated in this notice represents the estimated maximum potential value of projects that may be delivered under the framework over its term and does not constitute a commitment by the Trust to spend this value, in whole or in part.Whilst the value of the Framework Agreement in this notice is £2Bn, this reflects the potential total value of all projects under call off contracts awarded under the Framework Agreement and the fact that other public sector organisations (as identified in this notice) may call off this Framework Agreement. The actual value of call off contracts awarded under the Framework Agreement will be significantly less than that value.By entering into the Framework Agreement (and subsequently the Strategic Partnering Agreement), the Authority is not obliged to make any payments to the successful contractor for any works or services and is not committed to enter into any call off contracts under the Framework Agreement. Any call off contracts entered into under the Framework Agreement will be on the basis that they represent value for money and offer a robust energy resilient solution for the future.The Framework Agreement may also be accessed by other contracting authorities, subject to the Trust’s prior approval. The contracting authorities entitled to call off the Framework Agreement, as identified in the contract notice, include:- Guy’s and St Thomas’ NHS Foundation Trust;- Lewisham and Greenwich NHS Trust;- King’s College Hospital NHS Foundation Trust;- South London and Maudsley NHS Foundation Trust;- Oxleas NHS Foundation Trust;- South East London Integrated Care Board (and its statutory successors);In addition, the Framework Agreement may be accessed by NHS Trusts, NHS Foundation Trusts and Integrated Care Boards within the South East London Integrated Care System, as well as the following public sector bodies and their statutory successors:- NHS England;- Care Quality Commission (CQC);- Health and Safety Executive (HSE);- London Boroughs of Lambeth, Southwark, Lewisham, Bexley, Bromley and Greenwich;- Mayor of London, London Assembly, Transport for London (TfL);- Mayor’s Office for Policing and Crime (MOPAC);- London Fire Commissioner;- City of London Corporation. The Framework Agreement has been awarded to Meridiam TURF I SAS supported by Dalkia Energy Services Ltd as delivery partner for the St Thomas Project, as the initial project identified for delivery under the Framework Agreement. Meridiam TURF I SAS will be responsible for the delivery of design, construction and asset operation and maintenance services under any call-off contracts awarded pursuant to the Framework Agreement.
