Description
Luton Council Housing Needs Department is seeking to have an Open Framework Scheme (The Partnership delivery) to maintain a transparent, competitive tender and direct award process for short, medium and long term, grant funding. Grant conditions sometimes require quick turnaround procurement and rapid mobilisation of services, and this process seeks to support these conditions through an Open Framework Scheme for services for single people and couples without children in their care who are homeless or at risk of homelessness and people rough sleeping or at risk of rough sleeping.

| 1 | Assertive street and community outreach
Focusing on proactive engagement with individuals who are rough sleeping or at risk of rough sleeping. Conduct regular outreach shifts, including early morning and late-night patrols, build and maintain relationships with individuals on the street, undertake needs assessments and provide immediate support, facilitate access to accommodation, healthcare, and other essential services, work collaboratively with partner agencies (e.g. health services, substance misuse teams, local authorities) and Maintain accurate records. | 2 | Off-street accommodation for people leaving rough sleeping
Covering the provision of short- to medium-term accommodation aimed at individuals moving away from rough sleeping. Providers are expected to offer safe, accessible, and suitable accommodation, provide a supportive environment that promotes recovery and stability, deliver tailored support plans focused on moving individuals towards independence, ensure safeguarding procedures are in place and adhered to, support residents in accessing employment, training, and long-term housing options, maintain occupancy levels and manage voids effectively. | 3 | Supported Housing & Housing Related Support
Longer-term supported accommodation and floating support services. Providers should deliver person-centred support to help sustain tenancies, assist individuals with budgeting, life skills, and accessing services, provide structured support plans with clear outcomes, support tenants transitioning from supported housing into independent living, work flexibly across community settings as required, demonstrate experience in supporting individuals with complex needs Award Criteria

| 4 | Housing (Buildings)
Focusing on the provision and management of physical housing stock. This may include: Leasing or supplying properties suitable for temporary or supported accommodation, ensuring properties meet required housing standards, health and safety regulations, and licensing requirements, carrying out property maintenance and repairs in a timely manner, managing voids, lettings, and tenancy compliance, working with support providers and the council to ensure properties are used effectively, ensuring compliance with all relevant legal and regulatory frameworks. This Lot is intended for services or provisions that do not fall neatly into the other categories but still support the overall objectives of the programme. This may include: Specialist services (e.g. mental health, substance misuse, domestic abuse support), training and employment support services, innovative or pilot projects aimed at preventing homelessness or supporting recovery, ancillary services that enhance the delivery of frontline support.
