Legal Justification

Continuing with the existing contractor represents the most cost-effective option. The equipment currently installed within the schemes is supplied and supported by the proposed contractor, avoiding additional costs associated with replacement equipment, mobilisation, and integration. Alternative options have been explored; however, these were found to be significantly more expensive and would not provide better value for money. Changing provider would also create unnecessary disruption for service users. The current contractor has established knowledge of the schemes, equipment and service requirements, ensuring continuity and reliability of service. A change of contractor would require a transition period and could increase operational risks, particularly for vulnerable users who rely on the service. The proposed arrangement remains within the scope of the framework terms and conditions, ensuring compliance while maintaining service continuity and delivering best value.
