Description

The Ministry of Housing, Communities and Local Government has procured services for the provision of independent monitoring and evaluation services for the Government's City Deal, Growth Deal and Devolution Deals. The contract is modified through Variation 2 to provide a time-limited continuation of existing evaluation, analytical and advisory services to support live Gateway Review activity. The modification includes: • extension of the contract term to 28 February 2027 • reconfiguration of existing milestones, to deliver: • an updated National Evaluation Framework • an analytical output on alignment between Integrated Settlements and Investment Fund reporting • additional support option, limited to services within the existing contract scope and subject to prior written approval by the Buyer before any work commences • incorporation of Schedule 30 - Exit and Transition, to support orderly contract closure, knowledge transfer and transition to future delivery arrangements

Legal Justification

The modification is required to maintain continuity of support for Areas already participating in the Gateway Review process, specifically York & North Yorkshire Combined Authority and East Midlands Combined County Authority. Since the original contract award, programme requirements have evolved, including continuing Gateway Review activity, revised analytical and reporting requirements, and the need to support live programme activity that remained ongoing beyond the originally anticipated delivery timetable. These circumstances created a requirement for a limited continuation of existing services that could not reasonably have been fully anticipated at the point of award. The modification is therefore made in reliance on Regulation 72(1)(c) of the Public Contracts Regulations 2015. The modification does not alter the overall nature of the contract, remains limited in value, and provides a defined and time-limited continuation of existing services until 28 February 2027. Future service requirements beyond this period remain subject to separate consideration and procurement decisions.
