Lewisham Council has awarded a six-month contract for the provision of strategic consultancy services to support the Housing Directorate's Stock Investment, Asset Management and Quality & Investment functions. Legal Justification

The direct award to Lumensol Limited was justified due to the urgent and exceptional circumstances facing the Housing Directorate, including the need to address regulatory compliance risks, delays in the stock investment programme, and the imminent departure of key senior officers responsible for delivery. The Council identified an immediate requirement for specialist strategic leadership support to maintain momentum and improve delivery of housing improvement, asset management and transformation priorities. Lumensol Limited was selected as an approved supplier under the Guinness Partnership Framework (Asset and Property Management Consultancy Framework), which permits direct awards where framework criteria are met. The supplier had previously delivered successful improvement interventions for the Council, demonstrating relevant expertise in housing repairs, asset management, commercial processes and operational transformation. A direct award for a time-limited six-month contract was therefore considered the most effective and proportionate approach to secure urgent specialist support, mitigate delivery risks, achieve regulatory outcomes and provide value for money.
