Description

The Department (DfC) has an urgent requirement for a specialist delivery partner to implement a closed loop voucher/prepaid card solution to support delivery of the 2026 Home Heating Oil Support Scheme. The solution is required to securely provide grant funding voucher codes for our distribution to eligible households in Northern Ireland within a fixed and compressed delivery timeframe.

Legal Justification

Direct award conditions and permissible justifications are set out under Chapter 3 and Schedule 5 of the Procurement Act. The Department for Communities are proceeding with a direct award on the grounds set out under paragraph 13 where; (a) the goods, services or works to be supplied under the public contract are strictly necessary for reasons of extreme urgency, and (b) as a result the public contract cannot be awarded on the basis of a competitive tendering procedure. Failure to urgently establish the necessary contractual arrangements to progress the scheme will create significant delivery risks, increase the likelihood of households falling into fuel poverty during the autumn and winter months, and expose the Department to statutory risks.
