Warwickshire Public Health needs a solution for the ongoing provision of vapes to support its stop smoking services once the remaining stock from the national "Swap to Stop" scheme is exhausted. The national scheme, which previously supplied vapes free of charge, has ended, and future provision is expected to be funded locally through the ring-fenced smoking cessation grant.

Legal Justification

A direct award is recommended to Unite under the RM6202 framework following consideration of the framework's direct award criteria. The supplier is able to meet the Council's requirements in relation to product availability, usability of the solution, account configuration and approval controls, reporting functionality, social value delivery, system integration requirements and value for money. Assessment of these factors has demonstrated that the supplier is best placed to meet the Council's operational and technical requirements whilst delivering a cost-effective solution. The proposed direct award therefore represents the most economically advantageous option available through the framework.
