The New Build Housing Construction (H2) Framework provides public sector organisations with access to contractors for the delivery of new build housing and associated construction works. The scope includes the design and construction of houses, bungalows, flats, apartments, sheltered and supported accommodation, care homes, student accommodation, medium and high-rise developments, refurbishment, conversions, extensions and adaptations, groundworks, infrastructure, demolition, site preparation and enabling works, together with associated civil engineering works, development agreements and land purchases where required.

Legal Justification

The modification is necessary to ensure continuity of provision whilst the successor H3 framework procurement is completed and implemented. The extension will avoid a gap in framework availability for contracting authorities and maintain continuity of access to housing construction services during the mobilisation of the replacement arrangement. The duration of the extension has been limited to the minimum period considered necessary to complete the replacement procurement and transition to the successor framework.

Other Information

LHC is a joint committee of local authorities acting as a central purchasing body on behalf of Scottish Procurement Alliance. Thanks to their ongoing and collective feedback and input into the development of this framework and given the reach and scale of their portfolio, the framework is both designed and anticipated to support the vast majority of requirements. Consequently, other contracting authorities that were not specifically consulted in the development of this framework may nevertheless also deem the framework to offer a value for money procurement solution for their own requirements and may also use the framework. As of the date of publication of this notice our frameworks may be used by all contracting authorities in Scotland as defined by the Public Contracts (Scotland) Regulations 2015, Procurement (Scotland) Regulations 2016 and as listed on: https://www.scottishprocurement.scot/who-we-work-with/ including, but not limited to Registered social landlords (RSLs), tenant management organisations (TMOs) and arm’s length management organisations (ALMOs), local authorities and any subsidiaries and joint-venture vehicles of those local authorities, health authorities, councils, boards and trusts, publicly funded schools, universities and further education establishments, colleges, police forces, fire and rescue services and registered charities.
