Description

London Legacy Development Corporation intends to establish the Inclusive Growth Framework, providing a flexible route to commission services that advance inclusive growth, equality, education, skills, employment, enterprise, community participation and evidence based decision making across Queen Elizabeth Olympic Park, East London and the areas served by participating authorities. The Framework will be divided into the following six lots: Lot 1: Education Programme Delivery Lot 2: Employment and Skills Support Lot 3: Community Engagement and Capacity Building Lot 4: Research and Evaluation Lot 5: Business Support Lot 6: Strategic Consultancy Services

Lot Division

1 Education Programme Delivery

Suppliers appointed to this lot will design, coordinate and deliver education-focused programmes and interventions that advance inclusive growth priorities. Delivery will support school-aged children and young people to access inspiring, accessible and high-quality learning experiences linked to East Bank, the Park and wider partner ecosystems. Providers should evidence experience working with diverse young people and building meaningful partnerships with educational and cultural institutions and employers.

2 Employment and Skills Support

Suppliers appointed to this lot will provide employment, skills and progression support aligned to LLDC’s inclusive talent objectives. Delivery will help East London residents, especially priority cohorts such as young people, economically inactive adults, and those facing barriers to employment, to access training, employment and progression opportunities linked to priority sectors including creative-cultural industries, construction, digital technology, and advanced manufacturing.

3 Community Engagement and Capacity Building

Suppliers appointed to this lot will deliver community engagement, participation and capacity-building activity that strengthens local organisations, networks and community voice. Delivery will support inclusive growth by building trust, capability and resident influence in local decision-making.

5 Business Support

7 Sustainability Services

Specialist sustainability, environmental, climate resilience and technical advisory services. It will enable LLDC Group, East Bank Partners, GLA Group bodies and MDC's Functional bodies to commission support across a range of sustainability-related requirements, including but not limited to carbon reduction, circular economy, climate adaptation, biodiversity, green infrastructure, sustainable design, environmental management, community benefit, green skills and wider responsible procurement outcomes.

Services may include the design, coordination and delivery of education and careers programmes; employment, training and progression support; employer and participant engagement; community consultation, co design and capacity building; research, monitoring, evaluation and impact assessment; business advice, mentoring and enterprise support; and strategic, policy, organisational development and systems change consultancy. Suppliers will be expected to deliver accessible, inclusive and culturally competent services, supported by appropriate programme management, stakeholder engagement, transparent pricing, proportionate reporting and measurable social and economic outcomes.
