Description

Provision of a specialist clinical children and young people's mental health service that is community-based, trauma-informed, accessible and aligned to a THRIVE-informed delivery model. The Provider will work in partnership with children, young people, families, carers, local authorities, education, primary care, acute services, voluntary and community sector organisations and wider system partners so that children and young people receive the right support, at the right time, in the least restrictive appropriate setting. This service is being awarded via Direct Award Process C of the Health Care Services (Provider Selection Regime) Regulations 2023. The contract is intended to run for 2 years commencing on 1st August 2026 and ending on 31st July 2028 with an option to extend for a further two years. The approximate lifetime value of the contract is anticipated to be £75,152,224.00

Total Quantity or Scope

The ICB is intending to award a contract an existing provider following direct award process C and the approximate lifetime value of the contract is £75,152,224.00 for a period of two years plus an option to extend for a further two years. The dates between which the service is intended to be provided are 01/08/2026 - 31/07/2028 with an option to extend for up to a further 3 years to 31/07/2030.

For the avoidance of doubt, the provisions of the Procurement Act Regulations 2023 do not apply to this award. The publication of this notice marks the start of the standstill period. Representations by providers must be made to the relevant authority by 31/07/26. This contract has not yet formally been awarded; this notice serves as an intention to award under the PSR.

Any written representations should be sent to: cwicb.hwicb_governance@nhs.net The Coventry and Warwickshire ICB Chiefs (Executives) gave approval of this award at the scheduled NHS Coventry & Warwickshire ICB, NHS Herefordshire & Worcestershire ICB Public Meetings in Common on 15th July 2026. Conflict of interest declarations have been completed for all officers involved with the completion of the evaluation of this DAP C. No conflicts have been identified as part of this process. Statement explaining the relative importance of the key criteria that the relevant authority used to make a decision, the rationale for the relative importance of the key criteria, and the rationale for choosing the provider with reference to the key criteria: Key Criteria 1: Quality and Innovation Quality and innovation are material to this award because Tier 3 CAMHS services manage clinical risk, safeguarding interfaces, crisis response, specialist assessment and evidence-based treatment for children and young people with complex mental health needs. Equal weighting is deemed appropriate because quality must be considered alongside access, integration, value, sustainability and social value; no single criterion can be considered in isolation for a community-based specialist CAMHS service. Examples of areas reviewed under this criterion: • KPI performance, contract monitoring data and performance dashboard • Patient feedback and engagement, Healthwatch feedback and RISE model feedback • CQC service rating, summary records and reports • Commissioner quality reviews and audits, CWPT Quality Account data • Innovation via RISE model data, service evaluations, redesign and transformation work programmes Key Criteria 2: Integration, Collaboration and Service Sustainability Integration, collaboration and service sustainability are material because the service relies on strong pathways with Tier 2 services, schools, primary care, social care, crisis services, eating disorder pathways, neurodevelopmental services and acute interfaces. Examples of areas reviewed under this criterion: • Integration and collaboration via RISE public pathway information, the Navigation Hub and subcontracting arrangements with other providers • Co-production with Children and Young People and service user experience • Service sustainability via the Annual Report, Workforce plan and staff recruitment and turnover Key Criteria 3: Improving Access, Reducing Health Inequalities and Facilitating Choice Improving access, reducing health inequalities and facilitating choice are material because CAMHS demand, waiting times, vulnerable groups and variable local access are central issues for the local transformation programme. Examples of areas reviewed under this criterion: • Improving access via RISE referral pathways, the Navigation Hub, crisis and home treatment access • Reducing health inequalities via EIA/QIAs, RISE data, strategies and co-production records, CAMHS Local transformation plan 2025-27 • Facilitating Choice via RISE data, the Navigation Hub and how the organisation signposts to appropriate services. Key Criteria 4: Social Value Social value is material because the service supports children, young people, families and local communities, and the provider is an anchor NHS organisation in Coventry and Warwickshire. Examples of areas reviewed under this criterion: • CWPT's role as a local NHS anchor organisation, its workforce and training contribution, work with partners across Coventry and Warwickshire • CWPT's role as a local employer • Social Value reporting metrics Key Criteria 5: Value Value is material because the award is intended to maintain continuity of specialist provision while enabling the commissioner to clarify scope, accountability and the interface with separately commissioned Tier 2 provision. Examples of areas reviewed under this criterion: • Benchmarking against prior spend, relevant MHSDS/ICB metrics where available, and any regional CAMHS reference costs or finance returns. These lists are not exhaustive of the information evaluated. Evaluation - A minimum threshold of 60% (weighted score) was agreed as the minimum acceptable score. • 4 separate and independent assessments were undertaken by each panel member. • The total unweighted score was 247 out of a potential 372 points. This equated to just over 66%. • The total weighted score was 390.5 out of a potential 552 points. This equated to 71%. Therefore, on the narrative and numerical scoring analysis, the panel are satisfied that the requirements for use of the Provider Selection Regime Direct Award Process C have been met, including that the proposed contracting arrangements do not represent a considerable change from the existing arrangements and that the incumbent provider is satisfying the existing contract and is likely to continue to deliver the services to a sufficient standard.
