Description

NHS Talking Therapies Service (Hull) will provide a structured clinical pathway, delivered in accordance with NHS England requirements and NICE guidance. The service will ensure that service users are appropriately triaged, assessed and treated by suitably trained clinicians, to support and improve mental and physical health outcomes for people experiencing depression and anxiety. The service is available to the registered GP practice population of Hull, aged 18 years and above.

NHS Talking Therapies Service (Hull) will provide a structured clinical pathway, delivered in accordance with NHS England requirements and NICE guidance. The service will ensure that service users are appropriately triaged, assessed and treated by suitably trained clinicians, to support and improve mental and physical health outcomes for people experiencing depression and anxiety. The service is available to the registered GP practice population of Hull, aged 18 years and above. NHS Humber and North Yorkshire ICB are intending to award a contract an existing provider following direct award process C of The Health Care Services (Provider Selection Regime) Regulations 2023. Approximate lifetime value of the contract is £28,026,275 Contract term - 1 October 2026 - 30 September 2029 (contract term may be extended by 2 years)

This is a Provider Selection Regime (PSR) intention to award notice. The awarding of this contract is subject to the Health Care Services (Provider Selection Regime) Regulations 2023. For the avoidance of doubt, the provisions of the Public Contracts Regulations 2015 do not apply to this award. The publication of this notice marks the start of the standstill period. Representations by providers must be made to decision makers by 23:59hrs 4 August 2026. Provider representations in relation to this intention to award notice should be submitted in writing to hnyicb.procurement@nhs.net This contract has not yet formally been awarded; this notice serves as an intention to award under the PSR. The contract award was approved by non-conflicted Board Members of NHS Humber and North Yorkshire ICB Board. The non-conflicted Board Members have assessed the nature of the risk of this conflict and took steps to managing any perceived risk by excluding the conflicted member from the related discussions and decision making. These Board members were excluded from every aspect of the decision-making process relating to this contract award. The criteria applied to this intention to award was: Basic Selection Criteria - Mandatory and Discretionary Grounds - Suitability to pursue activity - Technical and professional ability Key Criteria Quality - 30% Quality criterion weighting reflects the importance applied to ensuring care delivery meets NHS England Talking Therapies Manual requirements and NICE guideline NG222. The core delivery model will focus on providing safe, effective and patient-centred care which aims to improve an individual's health and wellbeing, manage emotional distress and support recovery. The weighting also reflects the significance applied to service performance requirement against defined indicators mandated for NHS Talking Therapies services in England. Innovation - 5% The weighting for innovation reflects the proportionately of the criterion against the subject matter of the service provision. It is recognised digital solutions form part of the service delivery model, however, safe and effective care, which is designed to improve patient outcomes, offer value for money within available financial resources, and is delivered in an integrated way, have been considered to have greater precedence. Value - 30% Value weighting reflects the importance of delivery of a cost effective and efficient service with timely access to early intervention and treatment designed to support service user recovery. The weighting seeks to balance the commercial aspect of an 'activity x tariff' financial model, whilst being cognisant of the quality of care to support patient outcomes and reduction in wider healthcare associated costs. Integration, collaboration and service sustainability - 15% The weighting of Integration, Collaboration and Service Sustainability criterion acknowledges the value of integration with other service forms a key part of the service model ensuring seamless pathways and working arrangements are established with acute mental health services to support appropriate care and intervention and enable positive recovery for individuals. Improving Access, reducing health inequalities and facilitating choice - 10% Improving access and inequalities is weighted proportionately to reflect that access to the service provision is factored into the service model and delivery locations. Choice is recognised through the service being delivered in line with the NHSE Talking Therapies Manual which describes the use of a stepped-care model, according to the principle that people should be offered the least intrusive intervention appropriate to their needs Social Value - 10% Social Value is weighted at the required minimum standard and ensure providers contribute to local economic, social and environmental wellbeing, while maintaining focus on core service outcomes. NHS Humber and North Yorkshire ICB has conducted an assessment of the Provider against the stated Basic Selection Criteria and Key Criteria and considers that the existing provider is satisfying its current existing contract, will likely satisfy the new contract to a sufficient standard, and the proposed contracting arrangements are not changing considerably. Quality - The Provider has demonstrated and evidenced robust organisational governance processes in safety, effectiveness, providing positive experience of care and well-led in delivering the contracted service. Performance indicators satisfy the contractual requirements overall. This is demonstrated by the numbers of referrals, adherence to referral to assessment waiting and recovery and reliable recovery key performance indicators. Innovative developments over the last 18 months include to the introduction of patient choice guidance for appointments, new online referral form opt in process via text, email and phone calls professional only referral process/route, new front end hybrid assessment model, Domestic Abuse Stalking and Harassment Training to all staff in the service, additional domestic violence questions Innovation - The Provider is delivering the requirements of the contract in respect of innovation which are relevant and proportionate to the service provision. The use of digital solutions, where appropriate, form part of the service delivery model, whilst recognising the needs to offer alternative routes to access the NHS Talking Therapy services (Hull) for individuals who are digitally excluded. The Provider has demonstrated and has recognition that early intervention supports quality improvements in prevention, diagnosis and treatment. Value - The benefits to service users are evident by supporting them to access interventions they require to address their anxiety and depression conditions. Through performance reporting, the Provider has demonstrated positive performance in timely access to intervention, and recovery and reliable recovery outcomes. The service operates on an 'activity x tariff' model basis, which ensures only activity undertaken incurs costs to Commissioners. The community-based delivery model doesn't incur the same level of costs when compared to acute mental health services. The Provider has also sought to adopt digital solutions in its deliver model to ensure available resources are utilised and maximised, to create an efficient cost-effective service model. Through early intervention, the service seeks to support the wider healthcare system costs, by reducing the need for secondary mental health service, which may include inpatient admissions. Integration, Collaboration and Service Sustainability - The Provider has thoroughly demonstrated and evidenced its approach to integration and collaboration by having working arrangement in place with acute mental health service provider to ensure pathways are seamless between services. This has ensured appropriate care and interventions are provided to an individual to meet their specific needs. The Provider has demonstrated they have organisational processes and arrangements in place to support and maintain a skilled workforce required to meet the service provision requirement. Improving access, reducing health inequalities and facilitating choice - The Provider is delivering the requirements in respect of improving access and evidence is provided to demonstrate the Provider offers multiple methods to ensure the service users are able to be access the service provision and meet diverse needs of the population. The service delivery model ensure physical locations are co-located with other healthcare services, and digital solutions are offered, where appropriate to the individual needs. The service is not subject to 'right to choose'. Social Value - The Provider is delivering the requirements of the contract in respect of social value which are relevant and proportionate to the service provision. The Provider has a clear approach to environmental issues aligned to NHS policy, with supporting plans for sustainability and a Green Plan. There is clear organisational process to highlight its approach to inclusive employment, and Living Wage pay, along with positive and fair employment terms. The organisational mission, as a co-owned 'for better profit' organisation, is to invest profits into services, colleagues, and communities which the provider has demonstrated through numerous initiatives.
