Description
SBUHB require support from an Independent Provider to be able to deliver a specialist Breast Radiology Service. The requirement is for a specialist Breast Radiologist to carry out approximately 25.5 hours per week for up to 5 months providing the following services: One-Stop Breast Clinic (4 Clinics per Week, seeing 12 patients per Clinic) Mammography Reporting CT Reporting MDT Preparations and Presentation

This notice is an intention to award a contract based on a framework agreement with a competition. Framework: Health trust Europe - HTE_0041 clinical insourcing. Estimated lifetime value of the contract is GBP 98,200.00. Estimated contract term is 10th August 2026 to 9th January 2027, exact contract date will be determined on conclusion of contract award.

Legal Justification
Due to a national shortage of consultant radiologist SBUHB are unable to satisfy the current level of required services which poses high risk to patient safety and health.

This is a Provider Selection Regime Wales (PSR Wales) intention to award notice. The awarding of this contract is subject to the Health Services (Provider Selection Regime) (Wales) Regulations 2025. For the avoidance of doubt, the provisions of the Public Contracts Regulations 2015/Procurement Act 2023 do not apply to this award. The publication of this notice marks the start of the standstill period. Representations by providers must be made to decision makers by midnight 3rd August 2026. This contract has not yet formally been awarded; this notice serves as an intention to award under the PSR Wales. Any written representation must be received at kate.saunders2@wales.nhs.uk within the standstill period. The award decision maker Neil Cooper - Interim Morriston Service Group. Due to urgency of the Health Board requirement a Direct Award via a call off from framework with no competition was chosen as the procurement. The framework terms and conditions and the specification met the key criteria for the service provision. The chosen provider had confirmed their availability and capability to satisfy the requirement. There was no excluded providers, the process was a Direct Award. There were no declared conflicts or potential conflicts of interest identified at any stage of the process. (WA Ref:168296)
