Urban Traffic Management and Control System (UTMC) for SE & YNE
Total Quantity or Scope
National Highways utilises the UTMC system (Osprey) and is used for CTM (Collaborative Traffic Management) in SE and YNE. Osprey interfaces with local authority equipment and is utilised by operators to set strategies that enhance traffic flow on diversions and establish strategic variable message signs within the jurisdiction of the authorities. Daily, operators use Osprey to actively manage traffic entering and exiting the SRN by manipulating traffic lights at junctions with predefined settings. These settings have been shown to yield up to a 37% reduction in journey times at certain locations.

Legal Justification
The process of developing a full contract replacement cannot be done in sufficient time to maintain a viable service and would entail new establishment costs. Loss of this system will result in reduced ability to operate these systems with consequent delays to customers and significant reputational damage to relationships with adjacent highway authorities who have adapted their systems to support collaborative working in this way. National Highways is currently developing the scope for a replacement service proposal to be discovered and implemented during the lifecycle oft his agreement
