Legal Justification
Lot 1 of the ESPO Managed Learning Services framework 383_25 (let under PCR2015) allows for contracts to be awarded without competition if the supplier selected represents the most advantageous solution. Capita have already pre-procured a pool of associate coaches for their clients to access that are relevant to Post Office's needs. This pool of associate coaches is specific and unique to Capita, thus awarding them the contract was deemed the most advantageous solution.
