Description

Provision of insourced endoscopy services to support Bowel Screening Wales activity, increase diagnostic capacity and support waiting list recovery through the delivery of weekend diagnostic endoscopy sessions and associated clinical support services for Cwm Taf Morgannwg University Health Board.

Total Quantity or Scope

Cwm Taf Morgannwg University Health Board intends to award a contract, without competition, under the SBS10203 Insourcing of Clinical Services Framework in accordance with Regulation 21 of the Health Services (Provider Selection Regime) (Wales) Regulations 2025. The contract is for the provision of insourced endoscopy services to support delivery of Bowel Screening Wales activity, increase diagnostic capacity and support waiting list recovery. The services include 26 weekend diagnostic endoscopy sessions, 13 Bowel Screening Wales accredited endoscopist sessions and 26 Bowel Screening Wales nursing support sessions. The estimated lifetime value of the proposed contract is GBP 390,000 excluding VAT. The services are intended to be provided from the contract award date until 31 March 2027.

Legal Justification

Contract awarded under SBS10203 – Insourcing of Clinical Services Framework in accordance with Regulation 21 (Framework Award Without Competition) of the Health Services (Provider Selection Regime) (Wales) Regulations 2025. Providers available under the framework were considered against the PSR key criteria and ID Medical Clinical Services was identified as the provider best able to meet the Health Board's requirements.

This is a Provider Selection Regime Wales (PSR Wales) intention to award notice. The awarding of this contract is subject to the Health Services (Provider Selection Regime) (Wales) Regulations 2025. For the avoidance of doubt, the provisions of the Public Contracts Regulations 2015 and Procurement Act 2023 do not apply to this award. The publication of this notice marks the start of the standstill period. Representations by providers must be made to decision makers by 7 August 2026. This contract has not yet formally been awarded; this notice serves as an intention to award under the PSR Wales. Representations should be submitted in writing to: Sarah.Evans@wales.nhs.uk The proposed contract is for the provision of insourced endoscopy services to support delivery of Bowel Screening Wales activity, increase diagnostic capacity, improve waiting list performance and support achievement of Ministerial Diagnostic Targets and Cancer Pathway standards. Providers available through the SBS10203 Insourcing of Clinical Services Framework were considered in accordance with Regulation 21 of the Health Services (Provider Selection Regime) (Wales) Regulations 2025. The assessment considered the PSR Wales key criteria of Quality, Value, Collaboration and Service Sustainability, Improving Access and Reducing Health Inequalities, and Social Responsibility. Following this assessment, ID Medical Clinical Services was identified as the provider best able to meet the Health Board's requirements due to its proven ability to mobilise services within the required timescales, previous experience of delivering comparable services, and the value for money demonstrated through framework benchmarking. No providers were excluded from the procurement process. Providers available through the SBS10203 Insourcing of Clinical Services Framework were considered as part of the provider selection process. All participants were required to act in accordance with relevant organisational governance, procurement and declaration of interest requirements. No conflict management actions were required.
