NHS Arden and Greater East Midlands Commissioning Support Unit (AGCSU), on behalf of NHS England (referred to as the Authority), is inviting suitably qualified and experienced providers to respond to this Competitive Process for the provision of a Medication to Manage Problematic Sexual Arousal (MMPSA) Service for the South-West,North-West and North-East regions (initial pilot service) including the Clinical Regional Multi-Disciplinary Team, as part of a jointly commissioned HMPPS-NHS England care pathway.This competitive process is a re-run of the MMPSA procurement published on 14th May 2026. The reason for abandoning the initial exercise was due to Commissioners discovering an inconsistency in relation to the financial standing assessment methodology and have now corrected the issue. NHS Arden and Greater East Midlands Commissioning Support Unit (AGCSU), on behalfof NHS England (referred to as the Authority), is inviting suitably qualified andexperienced providers to respond to this Competitive Process for the provision of aMedication to Manage Problematic Sexual Arousal (MMPSA) Service for the South-West,North-West and North-East regions (initial pilot service) including the Clinical RegionalMulti-Disciplinary Team, as part of a jointly commissioned HMPPS-NHS England carepathway.The service is being commissioned under the following Lots:Lot 1 - MMPSA Service: South-WestLot 2 - MMPSA Service: North-WestLot 3 - MMPSA Service: North-EastMMPSA is a voluntary, clinically assessed intervention, delivered alongside psychologicaland behavioural support, for individuals whose problematic sexual arousal presentssignificant distress or risk-related concerns.The service builds on an established South-West pilot and existing provision, and thisprocurement will both continue delivery in the South-West and expand into additionalregions (North West and North East).The service is at an early stage of development, following ministerial commitment as partof the sentencing review, and as such, will evolve over the contract period. Providers willbe expected to deliver a safe and effective service in line with the specification, whileworking with Commissioners to support ongoing evaluation, learning, and refinement.At a high level, the service will:* operate as a multi-disciplinary clinical service model* deliver assessment, prescribing, and ongoing medical management* integrate with wider risk management and rehabilitative services* support continuity of care across custody and (where appropriate) into the communityThe service is due to commence in March 2027 or sooner if possible.The initial contract period is 2 years with Commissioners having the option to extend forup to a further 2 years.The successful Provider(s) in respect of each Lot is expected to be operational,providing some services from November/December 2026. The awarding of this contractis subject to the Health Care Services (Provider Selection Regime) Regulations 2023. Forthe avoidance of doubt, the provisions of the Public Contracts Regulations 2015 do notapply to this award.The decision maker of the award will be: NHS England - National Commissioning Group.The intention is to award a contracts using the Competitive Process.The announcement by Government, on 13th March 2025, will not disrupt commissioningand contracting of this service. NHS England continues to exist as a statutory body fornow. The dissolution of NHS England during the term of the contract will be subject to anact of Parliament and its undertakings will be transferred as appropriate. As and whenNHS England is dissolved, commissioning responsibilities will be transferred to analternative commissioning authority. At this time, the General Condition 12 ‘Assignmentand Sub-Contracting’ of the NHS Standard Contract, as per the obligations of thecommissioner, will set out the terms and conditions under which the contract will betransferred or assigned to the relevant commissioning authority.
