Description
The requirements are divided into four Lots, representing the following cities / regions: -Lot 1 – Edinburgh -Lot 2 – Glasgow -Lot 3 – North-east Scotland -Lot 4 – Tayside A separate contract will be issued for each of the identified Lots, and bidders may submit a proposal for all or any combination of these Lots. As each Lot will be assessed independently, bidders are requested to submit a separate response for each Lot they wish to be considered for award. This must be clearly identified in the file name for the saved document. Bidders are invited to identify any cost and / or efficiency savings that may occur in the event they are successfully awarded more than one contract. This information will not be used during the tender assessment, and will be considered only in the event of multiple contract awards, and should be detailed in Section 4 Quality Submission and Section 5 Pricing Schedule as relevant.

Legal Justification
The modification is required to allow additional work with a local economic strategy group (and other key stakeholders) to be undertaken. This work is within the scope of the original specification of requirements and will identify current and forthcoming regional projects where there are opportunities to embed circular principles, with a view to influencing wider embedding of circularity across the region. This research is required as a result of changes to the way SMEs and supply chains operate following the COVID-19 pandemic, which could not have been foreseen prior to contract award. The contractor is best placed to deliver this work given their pre-existing relationships with the group and relevant stakeholders and would have resulted in delays to delivery and additional costs to Zero Waste Scotland had the services been procured separately. The modification results in an increase equivalent to 15% of the original contract value and does not change the term of the contact.
