Description

Provision of an Enhanced Substance Misuse Family Support Service in Derby. The Council intends to enter into an agreement to provide the Enhanced Substance Misuse Family Support Service for the period of 3 years with option to extend for 2 years subject to performance and budgetary approval. 500000GBP per annum , Total 2500000GBP over 5 years

Total Quantity or Scope

The primary purpose of this service is to provide an Enhanced Substance Misuse Family Support Service to families (adults, children and young people) affected by substance misuse who reside in the city of Derby as defined by the catchment area utilised by Derby City Council. The Substance Misuse Young Person's and Family support model will be embedded within the wider Children and Young Person's offer for the city and is underpinned by robust partnership working and appropriate information sharing. A continuum of family focused interventions will be available to families affected by substance misuse which are strengths based, solution focused, trauma informed and empowering of recovery. These principles will underpin all aspects of service delivery and will aim to: • Reduce the level of harm caused to children and families as a result of parental substance misuse. • Improve parenting ability and family functioning to reduce family breakdown and the removal of children from the family home. • Mitigate against adverse childhood experiences resulting from substance misuse and prevent the escalation of substance misuse in young people. • Provide expert knowledge and advice linking substance misuse and children's services. • Deliver high quality and safe care which has a whole family approach, offering personalised opportunities for those using drugs and/or alcohol to move towards sustained recovery. • Deliver a recovery focused service which supports families to attain a good standard of health and wellbeing and achieve a drug free life and/or achieve abstinence from alcohol or controlled drinking. • Provide non-judgmental, trauma informed, services that are fair and equitable providing good access to all and delivering a range of interventions which are evidence based, cost-effective and are responsive to client need. • Engage families from a range of diverse and under-reached communities and deliver interventions which are culturally appropriate and tailored to the specific needs of families. In addition to the above aims the service will also contribute to the following for Derby City Council: • Service delivery in line with the conditions of Public Health Grant allocation in respect of substance misuse (section 31(4) of the Local Government Act 2003) • The duty to improve public health and address inequalities (steps considered appropriate for improving the health of the people in its area) (Health & Social Care Act 2012, s.12) • Delivery of drug and alcohol treatment as a statutory requirement under the Crime and Disorder Act 1998 (un-repealed) in accordance with the Council's Constitution. • Delivery of a world-class treatment and recovery system as detailed in the national drug strategy From Harm to Hope: A 10-year drugs plan to cut crime and save lives (H.M. Government 2022) and the Dame Carol Black Independent Review of Drugs part two: prevention, treatment, and recovery. • Delivery against Joined Up Care Derbyshire and the Health and Wellbeing Boards objectives in respect of reducing alcohol related harm.
