Legal Justification

Local business T&S Heating Ltd were contracted under DH21077 following the publication of a Prior Information Notice under PCR 2015. Derby Homes received a single expression of interest from them as an incumbent. We attempted to engage with consortia without success due to our requiring a multi-trade arrangement, due to lower spend anticipated than appealed to other potential contractors. Alternative options explored in the past two years have not led to any alternative provision progressing.
