NHS England (London Region) direct award C under PSR (Provider Selection Regime) for the following critical services: - Respiratory Syncytial Virus (RSV) Immunisation Programme - maternity - Pertussis (Whooping Cough) and Flu Immunisation Programme - maternity - Human Papillomavirus (HPV) Immunisation Programme - Men who have Sex with Men (MSM) - Monkeypox (MPOX) Immunisation Programme - Gonorrhoea Immunisation Programme - Newborn Blood Spot Screening Programme - Cervical Screening Programme - Bowel Cancer Screening Programme (including administrative hub) This is a Provider Selection Regime (PSR) intention to award notice. The awarding of this contract is subject to the Health Care Services (Provider Selection Regime) Regulations 2023. For the avoidance of doubt, the provisions of the Public Contracts Regulations 2015 do not apply to this award. The publication of this notice marks the start of the standstill period. Representations by providers must be made to decision makers by 13/03/2026 This contract has not yet formally been awarded; this notice serves as an intention to award under the PSR.

Total Quantity or Scope

The awarding of this contract is subject to the Health Care Services (Provider Selection Regime) Regulations 2023. For the avoidance of doubt, the provisions of the Public Contracts Regulations 2015 does not apply to this award. The contracts will be awarded by NHS England London Region (hereafter referred to as "The Authority") to the existing providers following a Direct Award Process C for the following services: - Respiratory Syncytial Virus (RSV) Immunisation Programme - maternity - Pertussis (Whooping Cough) and Flu[k1.1] Immunisation Programme - maternity - Human Papillomavirus (HPV) Immunisation Programme - Men who have Sex with Men (MSM) - Monkeypox (MPOX) Immunisation Programme - Gonorrhoea Immunisation Programme - Newborn Blood Spot Screening Programme - Cervical Screening Programme - including sexual health and BNT diagnostic pathway - Bowel Cancer Screening Programme (including administrative hub) The breakdown of allocated services is as such. Please note that Monkeypox Immunisation (MPOX) and the Gonorrhoea Immunisation Programme are commissioned on a price × activity basis, with providers reimbursed at year end for any activity delivered. Following PSR Direct Award Process C, as there is no significant change to the contract terms and the current providers of the Service are meeting the contractual requirements to a satisfactory level, it is the authorities intention to award the contracts for the period 01 April 2026 to 31 March 2027.

Beyond the demonstrable fulfilment of the key criteria - specifically, assessment of the provider's current performance against the existing contract and their likely future performance under the new contract - the authority also considered evidence from formal assurance processes, review of the provider's submissions, input from stakeholders involved in contract delivery and feedback from service users. This evidence provided further assurance and informed the authority's decision-making in support of Direct Award Process C under the PSR. There were no conflict of interests identified in the decision making process.
