Following On from PME ref - eTenders ID 6169694, Newry Mourne and Down District Council require additional information for this PME on the Collection, Disposal, Recycling, of the following Waste Streams, Paper, Cardboard , Hard Plastics, Metals, Paints, Varnishes, Rubble, Street Sweepings , Wood from Newry Mourne Down Council Facilities. ** PREVIEW NOTICE, please check Find a Tender for full details. ** The Council carried out two Pre Market Engagement exercises. The first PME (1) opened on the 27 September 2025 and closed on 14 November 2025 whilst the second PME (2) opened on the 16 December 2025 and closed on the 14 January 2026. Having considered the outcome of the initial PME the Council reviewed the outcomes and decided on the second PME in order to provide a better understanding of the market in relation to the division of the contract into Lots on both a material basis and a geographic basis. There was a difference in the numbers of listed materials between the two PME’s with six in the initial engagement and seven in the second PME although the overall range of materials remained the same. PME (1) attracted returns from six suppliers whilst PME (2) attracted returns from seven suppliers. Five of the Suppliers who responded were common to both PME’s with differing Suppliers making up the remainder; one in PME (1) and two in PME (2). The Tables below show the expressions of interest received for each of the Lots noting that the Suppliers may have expressed interest in multiple Lots. It can be seen that PME (2) solicited more responses per material Lot than PME (1). Material Lots PME (1) - Supplier Interest Paper & Card & Hard Plastics - 3 Metals - 1 Paints & varnishes - 1 Rubble & Street Cleansing Residues - 5 Waste Oils - 1 Wood - 4 Material Lots PME (2) Supplier Interest Paper & Card - 4 Hard Plastics - 2 Metals - 3 Paints & varnishes - 2 Rubble & Street Cleansing Residues - 5 Waste Oils - 2 Wood - 3 Whilst the PME’s didn’t identify any issues regarding the division by material Lots there were potential suppliers who were only interested in certain of the Household Waste Recycling Centres, which reinforced the Council’s decision to sub-divide the material Lots into the two geographic Lots centred around Downpatrick and Newry. As a consequence of the PME’s the Council considered the issue of Lots as well as the maximum number of Lots that a Supplier could tender for. As a result, nine material Lots were determined along with two sub-Lots based on the two geographic areas mentioned above. Having reviewed the number of Lots that Suppliers were interested in through the PME’s it was determined that six material Lots would be the maximum that any Supplier would be awarded and a selection rationale for this was constructed.
