Description
The LA must fulfil its statutory duties towards children and young people with special educational needs (SEN) and demonstrate its arrangements for those with an education, health, and care plan (EHCP). These duties include those children and young people with an EHCP, whose attendance at independent or free schools delivering alternative education provision, would be suitable for their age, ability and aptitude or SEN. The aim of this service is to provide an alternative approach to learning, for up to 60 pupils with an EHCP in all key stages offering tailored programmes which deliver support to meet EHCP outcomes. These pupils would ordinarily be educated in a special school, but due to current local and regional sufficiency pressures, particularly around specialist settings for pupils with SEMH needs, we are seeking to source additional specialist placements locally to Kirklees. Programmes of support under this Lot are required to: Enable the LA to secure the SEND provision described in the Education, Health and Care Plan. This is likely to include aspects to specialist Health(e.g. mental health support, speech & language support) and Family Support as well as an Education offer. •Provide flexible and bespoke provision that is suitable for the young person. •Provide a tailored education programme for each pupil, with personal guidance and support •Offer the opportunity for externally accredited qualifications in several subject areas. •Be regularly reviewed following the statutory guidance in relation to the annual review of EHCP.

Originally 60 places The monetary amounts were commissioned in incorrect (as they didn't include the original contract, due to increased demand and limited places there is a need to expand inflationary uplift increase) the current arrangements by 14 places: - A modification form was previously signed March 2025 detailing correct amounts are listed below, the following increase in numbers & placements. Variation letters were sent to Providers but were never signed off Engage - 4 additional places @ £156,612 £40,845 per placement = £163,380 per annum total value for contract duration £469,836 Reach - 2 -2 additional places @ £81,696 £ 41,959 per placement = £83,918 per annum total value for contract duration £245,088 Ethos - 8 additional places @ £366,312 £47,052 per placement = £376,416 per annum total value for contract duration £1,098,936 Total value of additional placements for contract duration until 31/08/2027 is £1,813,860 £1,247,428 This was Modification Notice 2025/S 000-020325 A further variation to the increase in numbers is now also required see details below: - Engage - 3 additional places @ £40,845 per placement = £122,535 per annum Reach - 5 additional places @ £ 41,959 per placement = £209,795 per annum Ethos - 1 additional place @ £47,052 per placement = £47,052 per annum Total value of additional placements for contract duration until 31/08/2027 is £758,764 The Total variation for the original variation and additional places is: Engage - 7 additional places @ £40,845 per placement = £285,915 per annum Reach - 7 additional places @ £ 41,959 per placement = £293,713 per annum Ethos - 9 additional place @ £47,052 per placement = £423,468 per annum Total value of additional placements for contract duration until 31/08/2027 is £2,006,192 All the Increase in placements were effective from September 2025.
