Description

North East Lincolnshire Council (the Authority) aims to improve oral health outcomes through a comprehensive service focused on prevention, education, and reducing inequalities. 2. II.2.4 1 Description of the procurement

The Authority aims to improve oral health outcomes through a comprehensive service focused on prevention, education, and reducing inequalities. The epidemiology service will also conduct oral health surveys in the area, aiming to inform local oral health needs and support health improvement intervention intervention. In order to be considered as the most suitable provider, provider's must be able to fulfil the following criteria: • Have suitably qualified staff to devise and deliver Oral Health Promotion campaigns within North East Lincolnshire, for example, dental nurses, hygienists, public health nurses, oral health practitioners or equivalent qualifying roles, registered with the General Dental Council (GDC). • Meet the requirements of the National Dental Epidemiology Programme as set out in the protocols at National Dental Epidemiology Programme: oral health survey resources - GOV.UK This will include being able to provide registered dental clinicians that undergo annual training and calibration using the approved British Association for the Study of Community Dentistry (BASCD) guidelines. • Have access to the relevant dental equipment and health promotion resources needed to complete the dental epidemiology component and deliver health campaigns. This will include materials to support delivering training sessions in local settings, and to be able to deliver supervised toothbrushing with full regard to hygiene protocols and infection control (supervised toothbrushing delivered in this element is separate to the National Early Years programme and is in targeted settings of recognised local need, such as special schools) • Have the appropriate links to community dentistry services in order to make onward referrals. • All staff must have a current DBS certificate.

3. II.2.4 2 Description of the Procurement

This Service intends to deliver a supervised toothbrushing program targeting early years settings in North East Lincolnshire to improve oral health among children, especially those in deprived areas. In order to be considered as the most suitable provider, provider's must be able to fulfil the following criteria: • The providers staff must have the relevant qualifications to deliver the programme, registered with the GDC (a skills mix can be employed in delivery but at least one staff member delivering the programme will need to demonstrate appropriate clinical qualifications, i.e. qualified dental nurse, hygienist, public health nurse) • The provider must be able to store all stock associated with delivery of the programme (up to 5 standard pallet sizes for toothbrushes/toothpaste, plus infection control resources, brush racks, training resources) and for making regular deliveries of this stock to participating settings. • The provider will need their own access to buildings, transport, resources and IT equipment, the only resource provided will be the donations of toothpaste/toothbrushes from Colgate. Any other resources such as dental racks, infection control materials etc will need to be funded through the awarded contract. • All staff must have a current DBS certificate.

North East Lincolnshire Council (the Authority) aims to improve oral health outcomes through a comprehensive service focused on prevention, education, and reducing inequalities. The service targets children, vulnerable groups, and communities with high dental decay rates, integrating oral health promotion across various settings and workforces. This is a Provider Selection Regime (PSR) intended approach notice. The awarding of this contract is subject to the Health Care Services (Provider Selection Regime) Regulations 2023. For the avoidance of doubt, the provisions of the Procurement Act 2023 do not apply to this award. The Authority intend to award a contract using the Most Suitable Provider process Providers have 14 days from the day after the date of this notice to approach the Authority and express their interest in being considered as the 'most suitable provider'
