Continuity in this role is essential to maintain strategic oversight during a period of significant organisational change and delivery risk. Despite national recruitment campaigns, no suitable permanent candidates were identified. The local government market remains highly constrained due to sector-wide uncertainty following the Devolution White Paper. The Council has therefore determined that extending the current interim arrangement is the only viable option to maintain service stability and mitigate significant operational and reputational risks.
